Question / Help Crash on startup with new GPU

Today I had red horizontal lines all over the screen, suspecting that the GPU was faulty I replaced my Radeon 7850
with a Radeon 5850. The horizontal lines disappeared but now OBS crashes on startup.

OBS is the only software on my computer that is affected.
I tried uninstalling the old drivers, Crimson Relive 17.11.4, [reboot] and installing new ones for the new GPU using AMD Driver Autodetect which proceeded to install Catalyst Control Center [reboot].
I tried reinstalling obs [reboot].
I tried reinstalling my video codecs [reboot].
I also tried installing AMD Advanced Media Framework Encoder Plugin for OBS Studio 2.3.1, I never used it before but saw it in the log so I gave it a try [reboot].

Did you try removing the AMD encoder modules from your install?
Are you talking about AMD Advanced Media Framework Encoder Plugin for OBS Studio 2.3.1?
If so, installing that was the last thing I did after everything else failed.

Just uninstalled the AMD encoder as I'm writing this, suddenly OBS starts without problem.
I'm as glad as I am confused.
