Question / Help CPU Usage when streaming is 80-90%, is that normal?

So when I livestreaming my CPU usage go all the way up to 80-90% sometimes 100%. And my CPU is 80 celsius is that normal?

Hardware that I got:
Motherboard: Asrock B85M HDS
CPU: Intel Core i7 4790k 4GHz
RAM: 8 GB Ram
GPU: GTX660
OS: Win10 64bit

Internet:
Down: 100 mbit
Up: 100 mbit

One more question, do you got some good settings for my rig/setup?
