cpu render is better than amd hw/avc

when I broadcast to twitch with obs, if I select AMD HW in the encode section, the broadcast image is poor. especially in fast flowing scenes, the framing problem is very bad. even today I broadcast to youtube with h265 as a test, the result was the same again, there was no difference from h264. if I use the x264 option in the encode section and let the cpu do the processing, there is no problem. the picture quality is very good, and there is no framing problem in fast scenes.

why is it like this? codec is not common? cpu uses different codec, gpu uses different codec? bitrate and other options are the same in AMD HW and x264? something is wrong but I can't figure it out?

Because x264 uses your processor to encode video. AMD HW is a hardware encoder, it uses graphics card resources. x264 uses more algorithms to compress video and provides higher quality. AMD HW H.265 is much better than AMD HW H.264 in terms of performance and quality.
