Hi,
first of all, your log shows no streaming or recording attempt, but when I check, what can be seen in that log, I am sure, that you will not be able to maintain smooth frame rates when streaming/recording (at least not with x264):

1. You have your Webcam set to 1080p which causes way more CPU load then 720p (720p should be enough for the small webcam picture in a stream)
2. Some of your scenes have a huge bunch of stuff in them (lot of videos in loop mode, high amount of browser sources, some filters on some sources, animations etc.) and all those sources and filters need CPU power as well
3. You have OBS set to 1080p 60fps

Your CPU will hardly run a game and stream/record 1080p 60fps footage via x264, so it's normal, to get a lot lof frame drops ingame or in the recording.

You can use NVENC for encoding, if you need 1080p 60fps. If you already use NVENC (log shows no recording/stream) and still have high CPU load, it is because of the other sources, like Webcam at 1080p, many browser sources, animated stuff/video loops etc.

uhm ok i will delete some videos or string transition. Btw can this be a possibile reason why playlist in vlc source video doesn't work but always after first video freeze and doesn't swap to second video?
