Title pretty much covers it. Tried multiple twitch servers the other night. Really spotty upload. Sometimes dropping entirely. It will steady for brief periods then boom, drop out completely or turn into a slideshow. Its really hard to focus on putting on a good show while dealing with connectivity issues. It's dropped frames, not skipped frames. Hardware should be fine supporting the stream only on this PC.

Bitrate is 3500 right now, just dropped it to 3k but everything I have indicates that I should be able to push 3500 no problem.
Stream PC:
* Ryzen 2700x
* MSI Evoke 5700XT
* 16 GB RAM
* Feed is coming in from NDI from Gaming PC (As far as I know this shouldn't effect my upload. I've streamed on NDI with success in years past.
* Cat 6 cables and gigabit switches all around
---
ISP: Breezeline (they bought WoW, and truthfully have been a bit of a nightmare since)
Speed Tests
OBS Log: https://obsproject.com/logs/KdAh5hAFKi9n6eF4
Twitch Bandwidth Test: I've tried Auto, 2 chicagos, and VA servers.

I'm probably just missing something stupid - usually am. Thanks for your help.
