Question / Help Could not find locale.ini path

Yesterday I downloaded the most recent obs studio release. I was using it to record facecam and hd pvr 2. Worked perfectly fine yesterday and part of today. I recorded like 10-15 videos. Then I left for like an hour and came back. didn't even close the window and didn't change anything. But I was hitting start recording and nothing was happening. I went to settings to see what was wrong and I soon as I clicked setting A little thing pops up saying "could not find locale.ini path". I uninstalled it and deleted appdata folder and reinstalled it same thing happened. But it only happens after I add something to the scene. Before I add a device to scene everything works fine.
