Guys i having rly mutch trouble recording my vídeos, i want to record in 1080p 60 fps. H264 crashs, nvenc quality sucys.
So my question is, are my pc ready to record in 1080p 60fps?
 
40k should be getting good, Nvenc needs bitrate. People use CQP Q 20 and work from there that can give decent results also.

but, and to streaming, how much can i put in bit rate t keeping streaming, i go 12mb of donwload and 12 mb of upload. real 12 mb. optic fiber.

The log doesn't contain a stream with the settings, can you run the stream or a short period to gain some info then post that thanks.

2000kbps is far too little for 1920x1080@60. Downscale to 1280x720 and 30fps and your stream should look a lot better.
 
As @Simes has said 1920x1080 is to high for the bitrate, this res would be find for a local recording with a higher bitrate.

To steam try these settings

x264 software encoder
720p
30fps
cbr
2000 bitrate
key in = 2

streaming at the lower bitrate will never look like a 40k local recording. If the 2000 bitrate streams ok you can increase this upto a max of 3500 for twitch non partnered users.
