"control audio via OBS" not working to capture browser source audio

Hello,
I have a browser source that I want to be louder than my main output capture, so I turned on the "control audio via OBS" setting, but for some reason OBS is still only capturing the browser source audio as part of my audio output capture and not in its separate audio source. any guidance on how to fix this issue, whether it's caused by an error on my part or something going awry with my installation, is greatly appreciated.

I just fixed this for myself after several days of frustration. I use VDO Ninja audio/video browser inputs into a scene for our TTRPG Twitch stream.
My Steps:
1. Uninstalled OBS 30.1.2 - Re-Installed OBS 30.1.1 instead.

The Issue Persisted....

2. Close OBS, Go to Windows Security-> Firewall & Network protection -> Allow App through Firewall-> Change Settings-> Confirm obs-browser-page is set to Private and Public. Click Allow Another App -> Add OBS C:\Program Files\obs-studio\bin\64bit\obs64.exe and set it to public and private.
3. Open Chrome/Firefox and go to Settings-> Use graphics acceleration when available-> Turn it off.
4. Run OBS as Admin
5. Go to Settings-> Advanced-> Sources-> Ensure Enable Browser Source Hardware Acceleration is NOT checked.
6. Create a NEW browser source, select Control Audio Via OBS.
7. Add the Browser link from VDO.Ninja (or wherever)
8. In the Audio Mixer -> Advanced Audio Properties-> Set Audio Monitoring to Monitor Only(Mute Output)
9. Change to a scene with an Active media source, and NO browser inputs (A video or something that plays from a local file)
10. Change back to the original scene with your browser inputs, go back through Advanced Audio Properties-> Set Audio Monitoring to Monitor and Output.

You should now see any audio from the browser showing up in the audio mixer, and able to hear it.
