This is a bit of a general explanation of a possible bug i've found and i'd like to let others know about it to save themselves a headache and/or for it to be brought to the attention of those that could possibly put it on the "To Do' fix list if we're lucky.
I had been running version 27.1.3 for quite some time very successfully and then was notified of a newer none beta/rc version around the end of Jan or so. I put off upgrading it right away but after a week or two i decided to upgrade. I did so and everything seemed to run fine, no issues it seemed. Until after 2 or 3 weeks passed i decided to drop a recorded file into my NLE of choice and i got some super weird behavior. I simply could not edit the video anymore. IT was showing "Media Offline" every few frames and wouldn't play on the timeline and would not show properly on the timeline (thumbnails all wrong). It was just a mess.
I stuffed around for days trying to figure out what was the cause then i had an idea to compare file stats using Media-info to see if anything drastic would be obvious and i noticed the difference that the recording i was getting this issue with had been listed as Frame Rate Mode: Variable. So i checked an edit i had done before that i never had this issue with and it said it was "Constant" frame rate. I did more trouble shooting and noticed that the recordings changed to being Variable right around the time i upgraded from v27.1.3. I new i was going to format my PC soon for a motherboard swap so i had to wait till then to re-install 27.1.3 to test with and i did that a couple of days ago and sure enough the recordings i get using the exact same settings within OBS are now showing as Constant Frame Rate.
So just as a heads up to those using .mkv recording using hevc_nvenc via Custom Output and a version of OBS past v27.1.3 - you may run into this issue of files being recorded as Frame rate mode: Variable and have major troubles in NLE's.
FYI i'm running Windows 11 Pro on Z690 with a 12700K and an RTX A4000.
