Question / Help Constant Frame Dropping On OBS Studio?

Umm... never had this issue. I have over 7 to 10 Mb upload wise.

Absolutely not understanding this right now, really need help. Odd thing is, people who are watching my stream says it's looking fine, they can hear me etc... just sometimes latency to broadcaster goes around 15 seconds or even 20. And yes, I've done 1080/60, 1080/30, 720/60 and 30, same consistent frame drop's.

And yes I've also done broadcasting to upwards of 3k, to the current log of 1500kb.

This isn't an OBS problem, here's what the log says:

Number of dropped frames due to insufficient bandwidth/connection stalls: 36716 (40.8%)

Which would explain the bad quality. I would suggest that you stick to 720p 30fps at 2000-2500kbps though as these errors are from a 60fps stream which frankly will give you poor quality anyway.

To fix the network problem I would suggest first having a look at this tool which works out your speeds to actual Twitch ingest servers:

If that doesn't help then please post the results from this tool and we'll see if we can make any suggestions.
