Question / Help Constant dropped frames

I have been streaming for over a year now.
I have frames dropped no matter the resolution or the bit rate.
This issue has been non stop for over a year.
Two different residences. about 10 different routers. Two different computers.
I run a ping test to google everytime this happens and ill have about 1% packet loss at most. Yet OBS is on 28% dropped frames at 2500 kbs 720p60fps
I've streamed from 1800kb to 3100kb and had the same results. same with 30 fps and 60 from 540p up to 1080
Cox has been out about 50 times. Every time they fix an issue but this problem persists.
Beginning to think its OBS or Twitch or some shit.
My net is 150 down 15+ up
during all of this frame loss I can speed test and my net tests perfectly.

Any other info you need ask and ill respond immediately. Until I can get this resolved I am dead in the water with my job.

These are the two most recent logs, top one being the current one I'm streaming at at 10% dropped frames.
I have about 15 logs total I can upload manually if you would like.
threw two more files down below just for good measure.
I do know my ISP said I started having a shit ton of t3/t4 timeouts. It was fixed for about a month but was still dropping frames. Just not nearly this bad.

I NEED resolution here.
Thanks in advance.

In the first log you aren't dropping very many frames at all. (Only about 1%) In the second there is an actual problem where you drop more than 15% of frames.

However, it has nothing to do with your computer and all to do with your connection.

Either your router or your ISP or your modem/router is causing an issue. However it is probably your ISP, Cox Communications (at least to my knowledge) does not have the best reputation.

You can see their advice here. Also this test can be very helpful for determining connection issues.

You might have to call customer support and see if they can do anything.

I've had them out 25+ times to this location alone
everytime I call they say signal seems fine
They come out and test shit and its all good

this issue is intermittent sometimes I can stream for a few hours with less than 1% dropped frames. other times I can't and then my internet connection plummits to .2mb up

like it timed out too much

what should I call and ask my isp? lmao
I'm lost at this point since they always say its perfectly fine
