SPECS: GTX 1060 6gb Ryzen 7 3700x 32GB of DDR4 ram.

no matter what i do, i can get a stable 60fps in recordings. I run my games at over 60fps and my common fps value is 60. I've tried everything under the damn sun and absolutely nothing works. Im INCHES from giving up on this shit.

A GTX 1060 isn't very good at doing 1920x1080 playing games and running OBS. I know because I had one many years ago. You are better off doing 720p at 1280x720 with that GPU. Better yet, go get a newer RTX 2000 or RTX 3000 series.

Reduce audio sampling rate across all your audio devices to be set to 44100 instead of 48000. Go into Windows sound control panel and change all of the drivers to 441000. Do not mix with 48000

Reduce your webcam resolution to be smaller. Using 1920x1080 to only shrink its size is a total waste of bits going through the USB port, let alone to be processed.

In your Scene, don't mix game capture, display capture and window capture. ONLY USE ONE.

Your CPU is just fine. You just need to be aware of some things and replace the GPU with better hardware. You can't continue to rely on old hardware to save a few dollars. If you want it done right, you got to pay for it.
