When I'm streaming, I have very consistent bitrates and FPS - until I don't. As you can see in the image, I run at 3500 kbps and 30 fps. Most of the time, it's a nice, flat line. But every 15-20 seconds, my bitrate just cuts plummets before resuming its normal activities.
Is it my ISP? Can anyone help diagnose it?
