Connection timing out while downloading OBS?

Hi, I'm trying to download OBS at the moment, and the connection keeps timing out.

The full error message is:

Failed to fetch http://ppa.launchpad.net/obsproject...s-studio_26.1.1-0obsproject1~bionic_amd64.deb Connection timed out [IP: 91.189.95.85 80]
Unable to fetch some archives, maybe run apt-get update or try with --fix-missing?

My internet speeds seem to be fine... could someone check server status/performance please?

Data is flowing now, but at speeds <1 KB per second.

UPDATE: Now it's saying "Cannot initiate the connection to ppa.launchpad.net:80 (2001:67c:1560:8008::19). - connect (101: Network is unreachable) Could not connect to ppa.launchpad.net:80 (91.189.95.85), connection timed out"

I gave up in the end, at 5:20 pm AEST. Will try again another time. Problem seemed to reduce to the downloading of that single named file above. I only made multiple comments here as I wanted to leave a reliable record of the event timeline.
