Connecting second webcam causing issues NEW USER PLEASE HELP!

Let me first state the following
I have no idea what I'm doing, I'm really new to computers and streaming so please forgive me for that.

Information I know
Motherboard - GA-970A-DS3P AM3+
Processor - AMD FX 8350 Eight Core
Graphics Card - AMD Radeon R9 290
RAM - 16Gb

THE ISSUE. I'm trying to stream two webcams on OBS at the same time. Both are made by Aluratek and brand new.
I can run my Workspace camera at 1080p just fine. This one is plugged into the back of my PC.
The second I try to add my second camera (facecam downsized to like 420p) OBS starts acting super funky. If I have any audio playing it will immediately seize up, and give me a "ping,""ping""ping" like its reverbing (which I can confirm it's not) and and the other cam will start chugging super hard as well.

I did a lot of troubleshooting because I thought it was originally an audio issue. I've swapped ports, headsets, and different webcams and it still happens. This happens in Streamlabs as well, so ive come here to ask for help. is my PC just not strong enough to do this??
