Question / Help Confusion about OBS processing of FPS ouput

I f I deinterlace 1080i/50 hz signal by yadif into 1080p/25 FPS and select 24 FPS as output(or for that any other lower FPS) how does OBS Studio process the output . Does it just randomly drop 1 frame per second to get 24 FPS from original 25 FPS or does it properly process/slow down without losing any info in 25 FPS deinterlaced signal. And if i select 26 FPS as output from an processed input deinterlaced signal, how does OBS deal wth it. Does it use something like Avisynth to manipulate correct output FPS from input ? The idea behind selecting 24 FPS as output is that the broadcast content of interest consists of an original 24 FPS movie broadcast at 50i interlaced signal(might be teleclined too). Hope some moderator will have enough knowledge as to how OBS works and provide an explanatory answer.
if this is not the correct way, what is the correct way to get output of 1080i/50 Hz signal which contains a 24p movie further processed into 50i signal for HDTV broadcast. Please note that due to hardware limitations i CANNOT select 50 fps as output because it results in heavy frame drops at settings of my choice(insane value of CRF=1 with cpu preset = very fast). Mods plz reply. Also is yadif enough or should i use yadiff 2x to deinterlace 50 Hz into 50 FPS full frames and then select 24 FPS output from that. It all depends on how OBS Studio selects FPS output which ONLY the developer or knowledgable MODS might know.

If i don't get the answer about OBS-Studio in this forum,where do i seek the answer ??? Is there any way to get the answer from the developer as he must be knowing what he has done. In other forums like jriver, VLC etc, developers do answer queries. I was under the assumption that MODS are chosen based on knowledge about the product . it seems the number of postings seem to be the criteria for choosing a MOD
