Question / Help Confusing, High Ping Spikes While Streaming CSGO on Mixer

I've been streaming on Twitch for about a long time now and have been able to do 720p60fps on 4800 bitrate easily with no connection problems. The stream looks great and my gameplay is not effected at all. I decided to switch to Mixer to see what its like. I simply made the Mixer account and logged into StreamLabs OBS with that, then started streaming. However, when I joined any server, I'd get a consistent 100-300 ping with just as consistent spikes that ranged from 1000 to 3000.

After a some of digging, I found that Mixer suggests lower bitrates for everything - 2250 for 720x60 (why is that no advertised more??). So I changed only the bitrate on StreamLabs OBS and tried again - same ping, spikes, everything, however it was much lower intensity (30-70 ping - constantly fluctuating - and spikes ranging from 200 to 1000).

I have tried using OBS Studio with no difference. What should I do?
