I can see the OBSBOT Tiny 4K in the Windows Device Manager.
Does a different app get a picture from it? Does it have its own proprietary app? If it *must* use a proprietary app, that's annoying, but you can still make it work by Window Capturing that app in OBS. Set it up, then put OBS's control window over the top of it, and the Window Capture still works.
I think DroidCam is not an option for us.
Why not? Would IP Webcam not work for the same reason? Or does it work differently enough to be okay?

It's just a server that runs on an Android device. Nothing more. You point a web browser to the address that it gives you (which is the phone's direct address on the local network) to see and control it live, which temporarily overrides the app settings. Because the client is in a web browser, you can also connect OBS's browser source to it, and now the phone is a camera in OBS. Clearly no internet required, only a local network, which is my biggest beef with most of the other ways to get a phone cam into OBS.
