We are currently in need of a new desktop to host and stream our Videos. Can you guys please recommend a couple video cards that will handle 3 monitors and our production without causing lag or any delays in our streaming application please and specs on a desktop i7 vs i9.

Any Nvidia RTX/GTX-1660 or GTX-1650 Super will do what you want. Also if you go look at the support matrix, it appears that the regular 1650 has been updated with GDDR6 memory & if you can find one of those that should also have the 7th gen encoder. Just avoid a 1650 with GDDR5 memory.

Answering CPU depends on more that what you've listed. a 6-core/12-thread CPU should be fine for years, though personally I spec'ed a 8-core/16-thread CPU to get an extra year or two of life (hopefully)... see my posts for details. How much CPU you need depends on EXACTLY what you are doing (any chroma keying, audio filters, etc)... My brand new i7-10700K system is complete overkill for what I'm doing today, but I also purchased for may years of use, and being able to video edit, just in case. Personally, I'd have preferred a Ryzen, PCIe v4 system instead (better security, and longer usable/performant life with PCIe v4)... but longer discussion..
