So I will provide a link to the previous thread:

So after doing everything I can think of and have read on these forums to solve my frame dropping issue while streaming I have had no success.
So tonight I decided to throw some parts in my old rig and try things out and was successful in streaming everything I tried with 0 dropped frames. All peripherals and cords remained the same just a swap from one pc to another. went back to the new pc and of course experienced the issues I have had all along with frame dropping immediately occurring the moment I start stream with the exception of blizzard games such as world of Warcraft or Overwatch.
The pc I'm able to stream successfully on:
Windows 7
i7 960 stock clock
gtx 760
12 gigs
Gigabyte Guerrilla MB
The pc I experience frame drop issues with:
Windows 10
i7 6700k stock clock
asus strix 1070
16 gigs
Asus Maximus viii hero MB
Have no clue how to proceed from here and any advice would be appreciated. All drivers up to date that I can think of also.
Maybe fresh install of windows 10 will solve the issue? Possible hardware problem even though the pc has performed perfectly up until this point including prime 95 tests? strange conflicting program or bios setting?
*both pc's ran a fresh install of OBS with identical settings
