Color of scene changes during live streaming to Youtube.

We are using OBS with a PTZ camera. A problem that we thought went away is that if the camera zooms in to a person with a multi-colored piece of clothing, and that person moves around, the color temperature changes -- from like a bright clear pix to a yellowish tint. Is there anything that can be done to keep it more stable. Would any kind of filter help?

Normally this happens when you have the camera set to 'auto white balance' or have other exposure settings left to 'automatic'. Can also happen if you are not controlling your light well (have windows where sunlight is coming through, and clouds go by). A filter isn't going to be able to fix this.
You'll need to take the camera off automatic in its settings, so it doesn't adjust itself up or down and just feeds a stable video signal.
