Either update the AMD Encoder plugin (link in signature, use the installer), downgrade your driver back to 17.7.1 or wait for OBS 20.x.

where do I put the AMD Encoder Plugin file?

nevermind I fixed it I changed the output to advanced settings and then set the encoder to H264/AVC Encoder and set the preset to youtube settings thanks for replying though otherwise I probably wouldn't of tried to configure it again

You can either use the Installer (automatically picks the obs-studio installation directory) or wait for OBS 20.x which will have the latest plugin version in it.
