I assume when you say "Video recording project" you are referring to a "Scene Collection". If I'm right, then to start a new Scene Collection, just go to the main horizontal top menu, choose "Scene Collection" and then click "New". Then a blank new scene collection will open for you. Just proceed adding new scenes and sources from there. As you create more and more "Scene Collections" they will appear in the list under the Scene Collection dropdown menu item. Hope that helps.
