Question / Help Cloning/Capturing Question

THANK YOU too, to the amazing team behind the OBS Studio Project. Really happy with the software and it enables me to do amazing things in my own life. Thank you.

I have a question/issue around cloning displays and running one of these displays into a capture card .. SPECIFICALLY, what re-fresh rates will take precedence both ON THE MONITOR and then TO my capture card.

BACKGROUND INFO:
I'm using windows 8.1 with OBS Studio.
I have an X99 rig with a GTX 780 (hopefully, soon to be a 980TI).
I run 1 x LG 4k monitor (TRUE 4K - 4096 x 2160) + 1 x LG 1080p monitor (in portrait)

I have a second computer available to me - a Hackintosh 3770k with a GTX770 in it.
I was thinking of getting a MAGEWELL capture card and put it in this machine.

This card can do true 4k - 4096 x 2160 @ 30fps.

At the moment, I run a display port cable (display port to mini-display port) to my 4K screen, which gives me 4096 x 2160 @ 60FPS.

NOW - I have just tried run this display @ 1080p @ 60hertz .. and clone it to a second 1080p monitor (making 3 monitors in total, just for testing purposes). Both clone displays work great @ 1080p. Both run @ 60hertz.
One is running over Display port, one is running over HDMI.

IF I get this Magewell capture card (or something similar), which can capture 4096 x 2160 @ 30fps (which is PERFECT and fine for my stream.... [IE: I'll be downsampling 4096 x 2160 THREE (3) times to make a stream that sits around 720 @ 30fps] .. PS: 30fps is fine for me, doesn't need to be 60fps).
MY QUESTION IS - my X99 computer cloning this display. If it's running into a HDMI source (into my capture card)_.. and that capture card is taking this signal @ 30hertz. does that mean it will also LIMIT my signal/data (going via display cable) to my 4K monitor, and also make the display to my 4K monitor 30hertz, and not 60hertz?

WITH this setup, is there any other way of doing this better, than what I'm envisioning?
ONLY need to worry about capturing a monitor. I have a separate sound card + and mixer which I'm sending the sound, separately.
