This log doesn't show a recording attempt. Can you open OBS Studio, try to start recording or streaming (even if it won't work), wait a bit, and then upload the current log? Alternatively, fully exit OBS Studio after a recording or streaming attempt, and then upload the log file manually.

By any chance did you used to use the NVIDIA NVENC encoder (Media Foundation) as your encoder since before OBS Studio 0.14.0? Did you update OBS Studio recently? Did you install a Windows Update recently? Did you update/reinstall video drivers?

Your encoder unselecting itself plus this line from your log:
16:43:02.591: Encoder ID 'mf_h264_nvenc' not found

sounds kind of like you once had the Media Foundation NVENC encoder selected and it has somehow been lost/removed from your settings.

Can you see if "NVENC H.264" is an option in your Encoder setting?
