Church Live Stream Buffering/Dropped Frames

I recently started helping a local church run their live stream to YouTube. Initially the stream had no issues, we would occasionally drop some frames but never more than 3-5% during a 1-hour service.

Starting a few weeks ago our stream quality has dropped severely out of nowhere. One week we had 69% of frames dropped during a single stream and it was basically unwatchable.

I looked through the setting and enabled "Dynamically change bitrate" option which helped for the live stream, but now our bitrate bounces constantly from 2500kbps often under 750kbps and down to 0 at times, so bad that YouTube sends me warning messages every few minutes about the stream quality and if you watch it live it buffers often.

I get around 800mbps download and 70mbps upload for internet speed through www.fast.com.

I am hoping that I am just missing something obvious in my log or stream settings which I have included screen shots below. I am trying to figure out what the "obs-ndi" plugin does and how to update that first, then I will plan on fixing the mismatch sample rates on the audio next.
