Bug Report Choppy video when using Output desktop audio (WaveOut)

I've been using "Output desktop audio (WaveOut)" for my Elgato hd60 Pro for a while, but recently when using it, my video capture stutters after a short amount of time (5 minutes or so). I see it in the preview window and in the recording or stream. I just rolled back from 19.0.3 to 18.0 and I haven't seen the issue yet.
