Question / Help Choppy video output/no hardware acceleration

Hello totally a newbie to observe/video streaming.

I have quad core Intel q9400 2.66mhz 8gb ram and a geforce 8400gs gfx.

I recently tried playing an MP4 video in OBS and tried to stream but frame rate output was about 2fps. I looked it up and it seemed possibly hardware acceleration could solve such things but I only get software encoding as an option.

Is the gfx card just simply too old to handle it? Or is the pc generally not good enough? (Or am I doing something else wrong)
(Trying to broadcast at 2500 bitrate and 128*720)

This kind of hardware (both the CPU and the GPU) is old AF. Get by with the modern hardware if you want to have OBS work properly. It sucks we know.
