Question / Help Choppy stream

Hello!
When I try to stream, I get this choppy stream https://www.youtube.com/watch?v=XGlrMh7cmm4&feature=youtu.be
But as you can see there is stable 140-200 fps and for me, the game run's just fine and smooth.

Here are my specs:
Laptop: Lenovo Ideapad y700 15ISK
Processor: Intel Core i5 6300HQ
RAM: 16 GB DDR4
GPU: NVIDIA GeForce GTX 960M

Here are my OBS Settings:
Encoder: x264
Rescale Output: 1280x720
Bitrate: 3500
CPU Usage: veryfast
Base (Canvas) Resolution: 1920x1080
Output (Scaled) Resolution: 1280x720
Common FPS Values: 60

I changed my "Max framerate" setting from unlimited to 72 FPS and it actually worked.
Thank you for that but do you maybe know the reason why I can't stream with more than 60-70 FPS?
