Suggestions:

Go to Windows 10 Settings | Gaming and set each of these to OFF:
  • Game bar
  • Captures background recording
  • Game mode
If you show on your recording or stream a small area for your webcam in your entire layout, reduce the size of your webcam resolution from 1920x1080 to be smaller like 640x480. There's no point in doing full 1080p at a reduced size because you are shrinking it down. That will reduce memory and increase processing time.

You can do that from the webcam properties window by right clicking on it in the Sources panel. Then, set the resolution/fps type to Custom and then Resolution to 640x480.

I changed the camera resolution and it fixed everything. Thank you very much!

Great.

BTW, you should be able to do 60FPS at 720p no problem (change FPS to 60) both for recording and streaming.
