Question / Help Choppy recordings even though my game is not lagging

Hello everyone that happens to be reading this, as you can see by the title of the post I am having a strange issue where my game is not lagging but the recording will end up unwatchable. Here is the link to the log file https://gist.github.com/39203f5e3cda5bc17dd40589c04aeffc
Anyone who happens to be reading this please respond as fast as you can.

PS: I do not think that my computer is holding back obs.

I am not sure that that answer is 100% right because in GPU-Z it says that I am running in x16

Well, considering your screenshot showed that it's running at x4 and not x16.
