Having problems streaming: Project Cars 2 with the HTC Vive to Mixer.

My setup:
MSI GTX 1080 GPU.
Intel I7-6700K running at 4.4ghz.
16gb RAM at 2800mhz.
Monitor is 1080p 144hz set at 60hz in Nvidia CP.
TV is 60hz where OBS etc are pulled up.
Windows 10.
Streaming software:
OBS
4000/4500 bitrate.
CBR
1920x1080 base canvas.
Faster CPU preset/x.264.
Game capture.
The OBS preview is choppy as hell, as is the stream. But If I click on something else such as OBS itself (Take focus off the game), the picture then runs fine in the OBS preview and in stream. As soon as I click/ focus back on the game then the preview in OBS (And on stream) is juddery as hell.
I have looked at task manager while running the game without streaming and my GPU usage is anywhere from 90-95%, (Not sure how to bring this down, or if it's part of the issue?).
I have tried EVERYTHING set to low graphics wise too. No SS (In game or via STEAMVR).
I have none of the settings on for rain, dirt on screen, crespecular rays etc, but it doesn't seem to stop the choppy preview/stream unless I unfocus the game.
Why am I struggling here? Really annoying when I think I've got a decent setup. Hoping somebody can suggest the reason for the focusing/unfocusing affecting the quality.
