Question / Help Choppy/Laggy Recordings and Streams

Hi, So I am using a dual PC setup with a Elgato Capture Card and whenever I record or stream my video is really choppy/laggy and I was wondering how to fix this. I took a quick video and uploaded it to explain what I mean.
