Question / Help Choppy/Freezing Videos/Stream, but dropping 0 Frames

So I've run into a problem lately while I'm trying to stream where both my stream and local recording are super choppy despite the game running smoothly and OBS saying that I'm dropping absolutely no frames.

I haven't had this issue in the past, but now that I do it's VERY noticeable and distracting (some frames stay for more than a few seconds until the video has caught up.)

Attached is a log for my latest session. If it matters at all, the game I've been playing is Deus Ex: Mankind Divided and it's most noticeable during the actual gameplay and seemingly absent during loading screens (I imagine this could be due to those being pre-rendered cutscenes at a relatively lower frame rate)

From your log, it looks like you're skipping about 7% of frames for encoding.

This means you're overloading your PC, so you need to either turn down some settings in-game, cap FPS in-game (via vsync or manually), or lower the resolution in OBS.

From your settings, streaming 60fps on ultrafast preset with only 3500 bitrate is going to look awful, especially for a high motion game like a first-person shooter.

Try using simple mode in Settings -> Output, Set resolution to 720p, 30fps, 2000-2500 bitrate, veryfast x264 preset. For local recordings, use the presets.

I have other logs (attached) that say I've dropped 0.1% frames and look just fine, playing the same game, in some of the same areas. Looking at it now, it just seems really inconsistent. My first recording in the 8/28 file has 0.1% frames dropped, the next recording is up to 13% just being in the same area.

Doing a little more testing, this frame issue seems to happen even when not streaming or recording and it seems to be only this game I'm having trouble with. It doesn't matter what settings I have on either the game or OBS, the framerate/dropped frames in OBS just is not consistent with this game.
