Chopping video

Hello. I have i7 9700K and 2080 ti and I cannot record windows on 4K 60fps or 30 fps. The problem is that the mouse is shuttering when moving. Is this expected (as my hardware is too bad) or I need to do any special settings?

In the attachments is the video of the issues I am copping with.

Computer specs:
i7-9700K
Nvidia Geforce 2080 ti
16GB of RAM

The video needs to be downloaded so it shutters. The youtube does compression to 1080p and looks smooth :)

Found the problem. It was the VLC player. If you use other players (like mpc-hc) it works perfectly. Still thx for help.

if you're uploading in Youtube then in your editing software, render your video in 1440p or 4k otherwise you'll see pixelation on the Youtube video
