Changing Output Settings

Hello, I've looked in the forum, but am not seeing an answer. I just want to change my output folder for recorded video, but all those settings are grayed out. I've followed a couple youtube videos, but when I can't get to the setting, I'm stumped. Any help is greatly appreciated!

Is that per scene or is there an global setting for those? I went through all my scenes and clicked the "eyeball" icon. Still no access to it.
