Question / Help Certin Parts of the Video Blurry

Recently I have been noticing the video clips have been Blurry on some random parts of the video, For example, I have a video clip, sometimes on the bottom of the clip there will be this blurry bar that comes up, I have tried googling it but I have had no luck finding anything to help.

Same problem noticed since last night. Like another user mentioned in another thread, I also had a Windows update recently.
