Question / Help CBR not working since 0.14 with Quicksync?

Since the new Quicksync implementation I have been having issues with CBR.
My bitrate keeps spiking around the set bitrate like it's using VBR and I honestly have no idea what's causing it.
When using x264 my bitrate is completely stable.

Your stream looks really good, glad to see someone using 540p properly with nice result instead of chasing holy myth of 720p. Bitrate will always fluctuate even with CBR, its never constant number. You may try enabling vsync and see if it will eliminate those little stutters but overall I think you are fine. good setup

Yeah I was messing with 60 fps and saw your bitrate calculator so I gave it a try and I really like the quality.

Now honestly I wouldn't mind the fluctuation that much but I'm just scared people are going to get buffers every time it starts jumping.
I know it does sound a bit hypocritical since I'm not partnered but I still prefer having as much quality as I can.

People may buffer because overall bitrate, not the fluctuations of encoder. I included critical comments about this approach in the calc info page, they are worth reading and giving a thought.

If the fluctuation in encoder doesn't cause buffering then I think I'm fine. Thank you very much.
