Question / Help cbr not working anymore

I have been using obs studio for a long time and with this recent update it seems that cbr doesn't work. twitch keeps on telling me that the stream isn't using it when I have not changed it to anything else. I even restarted the pc to see if that would work and no results.

this is what twitch tells me.
  • The broadcast is not set to constant bitrate (CBR). [Current average: 881 kbps, current max: 1776.224 kbps]

I'm having the same issue using CBR with Quicksync since the 0.14 version. The bitrate keeps fluctuating around the set bitrate and sometimes spikes around 1000 +/- . VBR keeps it a bit more stable but the problem completely disappears when using x264 encoder.
 
Twitch is right, your log says you are trying to stream with vbr encoding method used for recording (crf=23)

you need to check your output settings

It's always been set to cbr. I just switch the output mode from advanced to simple and cbr seems to be working now although when in advanced mode doesn't seem to work and my stream seems to stutter randomly even though obs tells me that it has zero dropped frames

I am on Windows 10 if this helps you guys figure out what is wrong? I have the exact same problem. cbr IS enabled, but twitch does not think so? I have had cbr enabled for a long time streaming, so why is there a problem now?
