Catch 22 - Can't CLI with obs-cmd Unless I start Obs via GUI First

I am trying to control obs for streaming via cli. I have successfully installed obs-cmd (0.1.1) on Rocky 9 and using websockets and it stops and starts the streaming. What I can't do though is to use the cli after a reboot. It seems that in order to use obs-cmd commands I first have to start obs via the gui. This defeats the object of using pure cli.

Is it not possible to fully control obs via cli using obs-cmd? Should I use some other cli program instead?

Ideally I would like to make this totally headless but at the moment I keep having to plug a monitor in to the Rocky box when there is a problem.
