Question / Help Capture with OBS and stream into another OBS

Hello
I wish I could
  1. Capture on a computer 1 under windows
  2. then send the stream as another camera on another computer "Master" in local network
  3. and mix the video of the capture of the 1 in the computer / OBS of the "Master"
Is that possible?

Can we do the same thing with an android tablet for a second outdoor camera?

If there are French speakers it would help me better;)
