Capture cards only stream 720p at 30fps on OBS

My current PC runs Windows 11.
CPU: AMD Ryzen 5 3600x
GPU: Radeon RX5500 XT (8GB VRAM)
RAM: 32GB 3200MHz

My last stream log:

So for weeks, I have been struggling to find a solution for this. I have an Elgato HD60s+ and an NZXT Signal 4K30 for capturing footage, and when going into the properties for my capture cards, I only have 720p as an option for the Elgato, and 720p and under for my NZXT Signal 4K30. The only framerate I have as an option for 720p is 30fps.

I have done everything from updating the Radeon software to updating Windows, but I have the same problem with virtually no lead on what is going wrong. I'm at a loss, and considering giving up and getting another computer.

And to further update, to see if the capture cards were faulty, I found one of my laptops.

The laptop is also Windows 11.
CPU: AMD Ryzen 5 5500U
GPU: NVIDIA MX450 (2GB VRAM)
RAM: 8GB 4200MHz LPDDR4

OBS will not recognize the NZXT 4K30 at all, no matter what USB C to USB A cable I used. The HD60S+ was recognized, but it would only capture 1080p. There are no options for resolution, and the framerate, while claiming it runs at 60fps, the framerate on streams and recording is below 30fps just like my desktop.

I've tried the same solutions on the laptop. Updating, reinstalling, and restoring drivers, getting my NVIDIA software up to date, updating Windows, and the same thing. At this point, if changing the HDMI cables fails, then I may just be cursed.
