EDIT: I solved the issue. I had to tell my Wii U to output 720p instead of telling OBS to downscale it from 1080p to 720p. I am not sure if there is a way to have my Wii U output 1080p to my television, and have my stream receive 720p and 60fps gameplay with my setup. But at least now my stream is receiving 60fps gameplay.
I am using the Avermedia Live Gamer HD Lite internal capture card. It's specs allow it to output either 1080p 30fps, or 720p 60fps. I have set my game capture to output 720p 60fps in OBS Studio, but the game is definitely being broadcast at 30fps. Other things on my stream such as my bits cup are being output at 60fps, but the game is not. I am not really sure why this is happening.
