I got a new laptop in January, and have been having this problem ever since. OBS worked fine on my old laptop, but now it never loads my video capture device on start. I can sometimes get it to show by clicking deactivate then reactivate, but often that doesn't help and freezes OBS, forcing me to close it via task manager.I tried installing an older graphics card, and using an older install of OBS, but no luck. I don't see what the problem could be. I've tried different USB ports, turning off the USB power, but nothing seems to work. I just want to be able to launch a program and have it properly pick up my capture card so I can stream, instead of 10-15+ minutes of rolling the dice before stream and hoping it eventually works.
