Capture Card delay in OBS

Ok, so I have been having issues with a half a second delay with my AverCapture HD GL310 in OBS. I won't be streaming or recording and I will still have a delay. The card is plugged into the 3.0 port of my tower. I have a RYZEN 5 3600 6 core processor. I have tried looking up Youtube videos and using Google to look up the issue, but have been unsuccessful. Any ideas?

GL310 - h.264 hardware encoder lag is natural, because you must waiting for decoding h.264 stream from card, some card send uncompressed video stream, but not this.
