Bug Report cant stream

installed latest update (update 17) and now it will not alloow me to stream or record, i press the buttons and nothing happens, it doesnt try to stream it just doesnt do anything, is there an option i need to press in the settings to enable it or is this just a bug that needs fixing
any help would be appreciated

well ive found the issue...and to say im unimpressed is an understatement
in the output settings i have 2 options in the "encoding" section (x264 software) and hardwareAMD ...i have been using the hardward AMD for the last few months now all of a sudden if i have that selected it wont allow me to stream WHY encoding directly from the gpu allowed me to get much better quality in stream if you have ANY sollutions to this it would be much appreciated
