Question / Help Cant Stream Without it stuttering

help me please. i can not get the correct settings to stream on my pc and i know that it should be capable of doing so. here are the specs. ive tried everything from putting it on 2000 bitrate with x264 preset to ultrafast at 30fps but nothing is working. i keep getting encoding overload at 10% of cpu usage which shouldnt be correct.
i5 6600k skylake @3.5ghz
8gb ram
evga superclocked geforce gtx 970
128ssd
1tb sata hd
please help me ill try to upload the log file as well but need some answers while i try to upload it

Both CPU and GPU are near its limits
Reduce to 25 FPS or rescale down to 600p

why would that be a thing with an i5-6600k and a superclocked gtx 970? like i dont understand why its not performing like it should? are my components outdated to run csgo or other games now? this occurred when i tried to run overwatch and also csgo today

I think you should be able to do 1280x720x30 FPS Preset Veryfast

Is you 970 running at 16x PCI Express?
Are you running more processes?

Have you configured sources to unload when not visible?
Media source, for instance, can be a lot CPU demanding.
You use game capture and monitor capture in same scene. They can be conflicting each other.

how would i know if its running at 16x pci express? and how can i configure all of that. if you could email me or help me through this process to get my stream up and running at 720 p that would be great. when i try to stream this is what i have open

and i have display and game capture together so when i alt taab itll show my monitor screen so it wont be a black screen if you know what i mean

As I said, both game capture and display capture, I think, are causing issues.
So, do not use display capture in same scene as game capture.
Try, if you want, in a new scene collection.
