Can't stream using VBR.

I just upgraded OBS from 27.2.4 to 29.0.
It looks like it can't use VBR as stream rate control anymore. No matter what I choose in rate control. It costs too many bitrates when I'm at steady scenes. And make a poor quality when at high motion scenes.
e.g., When I change the scene from gaming to talk shows. Vice versa.

Is this a bug caused by the upgrade? Or a new stipulation?

Just try yourself. You can stream with any encoder and any rate control other than CBR to see the problem.
If you do not encounter this issue, it indicates that this is the issue caused by the upgrade. I only need to perform a clean installation to solve the problem.
