Question / Help Can't stream no matter what

No matter what settings i try i'm still dropping frames...
PC Specs :
Nvidia GTX 1050
Intel i-3 4160
8GB RAM
Upload speed 5MB
OBS Settings are :
720p 30fps.
Bitrate : 1000

I tried using my CPU and GPU and still i'm dropping frames, Is it because my pc just sucks ass or what?

all i can think of is that my upload speed is probably inconsistent
 
You are correct, the log shows dropped frames due to insufficient bandwidth.
 
Wait i just changed to obs classic and i can stream without any dipped frames on 2500bitrate
why?..

Well i don't know what happened or what i did but i can stream with 3000bitrate on obs studio aswell without any dipped frames,weird..
