Can't start recording with H.264 AVC.

When I go to start a recording with AMD H.264 AVC it says starting the output failed, check the log for details. Note about drivers being up to date as well.
I'm lost here. I've obviously deleted drivers and reinstalled newest, deleted and redownloaded OBS too.
I can start recording with h.265, but I need multiple audio tracks.
I then tried setting up streaming and h.264 avc works, but doesn't work with recording like I need. I tried looking at the log file, but in mere seconds had no idea what would help.
Any advice would be appreciated!

Your hardware should do it but the current Level set is too low for the resolution/frame-rate that you are attempting to encode. Might need to go to 6.0

I just wanted to stop by and say thank you for this, I'm not quite sure what you meant, but taking the time to try means the world to me.
Secondly, I found out my issue with the use of that devil AI stuff, and it turns out h.264 is limited below the resolution of the display I was trying to capture. Which is 5k2k if anyone is curious.
